2023 Safety Switch (RCD) Requirements for Victorian Rental Properties

What is a Safety Switch (RCD)? #

A Residual Current Device (RCD), commonly known as a safety switch, is a life-saving electrical device designed to protect people from electric shock.

Unlike a circuit breaker, which protects electrical wiring from overloads and short circuits, an RCD continuously monitors the flow of electricity. If it detects electricity flowing along an unintended path—such as through a person—it automatically disconnects the power within milliseconds.

Victorian Rental Property Requirements #

On 29 March 2023, Victoria introduced new electrical minimum standards for rental properties.

Under these requirements, rental properties must have a modern switchboard fitted with:

  • Circuit breakers
  • Residual Current Devices (RCDs), RCCBs or RCBOs protecting the required circuits

Rental providers are responsible for ensuring compliance by engaging a licensed or registered electrician.

Which Circuits Must Be Protected? #

For rental properties with an existing modern circuit-breaker switchboard, the minimum standard requires protection for:

  • Lighting circuits
  • Power outlet (socket outlet) circuits

This protection may be achieved using:

  • Circuit breaker + RCD
  • Circuit breaker + RCCB
  • RCBO (combined circuit breaker and RCD)

Existing dedicated appliance circuits, such as hot water systems or air conditioners, generally do not require additional RCD protection unless the switchboard is being completely replaced.

What if My Property Has an Older Fuse Board? #

Some older Victorian homes still have:

  • Ceramic fuse boards
  • Rewireable fuse boards
  • Federal fuse boards

In many cases, these switchboards cannot be upgraded economically or safely.

Where this occurs, the entire switchboard may need replacing with a modern switchboard incorporating circuit breakers and RCD protection. When a complete replacement is carried out, current wiring rules generally require RCD protection for all final sub-circuits.
